1.  CONSTRUCTION NOISE 
This is a reminder to please adhere to the law regarding construction noise.
LIMITS ON CONSTRUCTION NOISE
Contractors generating any construction noise are restricted by law to the following days and times:
  • NO Construction noise allowed on Sundays,
  • Monday through Friday, construction noise is allowed between 7:00 am and 9:00 pm
  • Saturdays and National Holidays, construction noise is allowed between 8:00 am and 6:00 pm
2.  STREET REPAIR REQUESTS
The Bureau of Street Services has scheduled a Small Asphalt Repairs (SAR) truck (which is described as 1 small asphalt repair truck, consisting of 2 workers and asphalt), for the Westwood Neighborhood Council area, to perform small asphalt repairs on March 14, 2016.
The type of repairs that can be addressed with this program include the following:
– Potholes and pop outs
– Skin patching of eroded or cracked areas
– Some repairs on concrete streets
The Westwood Neighborhood Council has asked us to submit suggested locations in our neighborhood for small street repairs. The city will only send the SAR truck to a total of 15 locations in the entire Westwood Neighborhood Council area, so Holmby Westwood will only see a handful of repairs.
If you are aware of any spots in our neighborhood that would be particularly good candidates for this program, please send requests to Dana at hwpoa@aol.com no later than February 28.  Please only send street repair requests, not sidewalks or curbs.
3.  PARKING PERMIT REMINDER 
If you live on a street that has parking by permit only, please be sure to purchase guest permits whenever you have guests, gatherings/parties, on weekends, etc.  Cars without permits will be ticketed by parking enforcement.
In addition, please be sure that you and your guests do not block your neighbors’ driveways.  Thank you for your courtesy.
4.  CONGRESSIONAL ART COMPETITION 
From the Office of Congressman Ted Lieu:
The Congressional Art Competition is a national competition that recognizes and encourages artistic talent in high school students. Students submit their original art piece to their representative and a panel of art professionals select the winning entry. Winners are recognized both in their district and at an annual awards ceremony in Washington D. C. The winning works are displayed for one year in the U. S. Capitol. This year the competition for our congressional district is taking place on Saturday April 16, 2016 at the Wallis Annenberg Center for Performing Arts in Beverly Hills. CLICK HERE for submission details. For a student to be eligible, they must either live or attend school in our district.

LA Musical Salon: 2016 Dinner Concert Series –  The Los Angeles Musical Salon, sponsor of the Concert Series @ Westwood Library, invites you to join some of your Westwood neighbors for the 9th season of its unique Dinner-Concert Series, which starts next Saturday, Feb. 27, with an “Evening of Musical Gold” — opera, Broadway and film favorites with tenor Rodell Rosel, who we’re catching between engagements at the Lyric Opera of Chicago and the Houston Grand Opera.

4.  VA CEMETERY SUPPORT FOUNDATION 
The Los Angeles National Cemetery Support Foundation (LANCSF) is reaching out to the Westwood community. The LANCSF’s mission is to support, in every way possible, the events, activities, and needs of the Los Angeles National Cemetery, which is located north of Wilshire between Veteran and Sepulveda. This support is through monetary donations as well as member participation in the activities held within, or on behalf of, the Cemetery. Among the many things the LANCSF does is to organize the Memorial Day ceremonies, including flag-planting by the Boy and Girl Scouts and the fly-bys of WWII planes.

Cash fur College Workshops -Saturday, Feb. 6, and Feb. 20.  The state of California, through the Student Aid Commission, offers several financial aid programs to help students and their families afford the high cost of college tuition. In the next few weeks, there will be several free “Cash for College Workshops” at different locations in our community to help students find out about, and apply for, these grants and loans. Service Academy Day – Sunday, February 21 from 1p-4p at the Los Angeles Federal building, 11000 Wilshire Blvd, Room C-206, Los Angeles, CA 90024. The Office of Congressman Ted Lieu is hosting their First Annual Bi-Partisan Multi-District Service Academy Day for students 8th-11th grade.
This event is open to students, parents, and community members. A representative from the United States Air Force Academy, United States Military Academy, and United States Naval Academy will be present. Additionally, there will be a student panel and parent panel. Finally, every congressional office in Southern California has been invited to attend and participate.

The following is information that may help you determine if you are eligible to donate:
AGE:  You must be 17 years of age or older (donors under 17 years of age require a UCLA Blood and Platelet Center parental consent form); there is no upper age limit.  Call prior to scheduling an appointment if you are under the age of 17.
WEIGHT:  You must weigh at least 110 pounds.
FEELING WELL: You must be well and healthy with no cold or flu symptoms in the past 24 hours (no fever, sore throat, productive cough, stomach/intestinal problems, etc.).  You must not have any open cuts or wounds.
MEDICATION: Most medications are acceptable.
  • Antibiotics (except for acne) — You must wait at least 3 days after you have completed the full course of treatment and are currently symptom free.
  • Certain oral medications for psoriasis, severe acne, hair loss or enlargement of the prostate may make it unacceptable for you to donate.
  • Blood pressure medication is acceptable if your blood pressure is within acceptable limits.
  • FOR PLATELET DONATIONS: You must be off aspirin or aspirin containing medications for 3 days. (For example, if the last dose was taken on Monday, you may not donate platelets until Thursday.) If you have taken a platelet inhibitor medication such as Plavix (clopidogrel), Brilinta (ticagrelor), or Ticlid (ticlopidine), you must be off medication for 14 full days prior to donating platelets.
PREGNANCY:
  1. Six weeks must have passed since the end of your last pregnancy, including miscarriage or abortion.
  2. FOR PLATELETS: If you have had four or more pregnancies (including miscarriages and abortions), you will not be able to donate platelets. However, you can still donate whole blood.
TRAVEL TO A FOREIGN COUNTRY:
  1. You must not donate if you have traveled to a malaria risk area within the last 12 months for more than 24 hours.
  2. You must not donate if you have lived in a malaria endemic area for five or more consecutive years before you moved to a non-malaria endemic area. Additionally, you must then have lived in the new location for three or more consecutive years without any travel to a malaria endemic area.
  3. Call prior to scheduling an appointment if you have ever had malaria.
  4. You must not donate if you have visited or lived in the United Kingdom (U.K.) for more than 3 months (total) between 1980 through 1996.
  5. You must not donate if you have received a blood transfusion in France or England since 1980.
  6. You must not donate if you have spent 5 years or more (total) in Europe since 1980, including time spent in the U.K.
  7. Call prior to scheduling an appointment if you lived on a US military base in Europe for 6 months or more from 1980-1996.
RECENT SURGERY:  
  1. You must be 6 weeks post-surgery, completely healed, released from doctor’s care and have had no blood transfused (except blood that you donated for yourself).
TATTOO:  You must not donate if you have had a tattoo in the last 12 months.
PIERCINGS: Persons who have had an ear, navel or eyebrow piercing in the last 12 months may donate if the procedure was performed in a commercial establishment with sterile needles or by a physician.
You must not donate if you have had a genital, lip, mouth or nose piercing in the past 12 months.
HEPATITIS:  You must not donate if you had any type of hepatitis at 11 years of age or older. You must not donate if you have lived in the past 12 months with someone who has hepatitis.
IF YOU HAVE ANY OF THESE MEDICAL CONDITIONS or HIGH RISK ACTIVITIES—YOU MUST NOT DONATE:
  1. You must not donate if you have ever taken money or drugs for sex.
  2. You must not donate if you are a male who has had sex with another male in the past 12 months.
  3. You must not donate if you have ever injected drugs not prescribed by a doctor.
  4. You must not donate if you have had sex in the last 12 months with someone who has done one of the above.
  5. You must not donate if you have had syphilis or gonorrhea in the last 12 months.
  6. You must not donate if you have been diagnosed with HIV/AIDS, Hepatitis B, or Hepatitis C.
 Eat well, drink extra fluids (suggest 2 quarts per day) for two days prior to your donation, and avoid fatty foods.

1.  HELICOPTER NOISE EARLIER THIS WEEK 
A number of residents reported significant helicopter noise around midnight on Tuesday night and early Wednesday morning.  One resident also reported that there was a burglary on Thayer Ave. that evening and that a suspect was caught in a backyard.  We have contacted the LAPD to find out what was going on and we are awaiting a response.
2.  CAUTION – AGGRESSIVE STRAY DOG 
On Tuesday, Dec. 15 we received two separate reports of issues with an aggressive stray dog in the neighborhood.  The dog is described as a pitbull or pitbull-like, beige in color with white marks around the eyes, and no collar.  The stray dog attacked another dog (on a leash) near the corner of Westholme and Le Conte.  In the second incident, the stray dog was aggressive towards another dog on a leash near the corner of Thayer and Westholme.
Please take precautions when you are out and about in the neighborhood, particularly if you are walking a dog.  To report a stray dog, contact the City of L.A. Dept. of Animal Services at (888) 452-7381.
3.  ANOTHER CAR BREAK-IN 
A resident on Le Conte near Manning recently reported that their car was broken into while parked on the driveway.  They have flood lights and security cameras but that did not deter the person.
Please take appropriate precautions with your own cars and property –it is important for us to be vigilant- especially this time of year.
4.  “SPARK OF LOVE” TOY DRIVE 
ABC7 and Southern California Firefighters are celebrating the 23rd year of the “Spark of Love Toy Drive.” With love and support of donors and sponsors, kids across Southern California receive a new toy each holiday season.  Drop off a new, unwrapped toy or sports equipment at any local fire station.  Firefighters will collect the gifts and distribute them to underserved children in our local communities.  To make a secure donation online, please click here.
5.  CHRISTMAS TREE RECYCLING 
If your family has a Christmas tree and you’re wondering what to do with it once you take it down, recycle is the answer. Every year the City of Los Angeles provides tree recycling after the holidays. Your recycled tree will end up being part of the City’s greenwaste mulching program, which provides fertilizer to help plants grow.

The City will have a number of drop-off locations you can bring your “used” tree to when the time comes.  The drop-off locations closest to Holmby Westwood are:

CURBSIDE RECYCLING PROGRAM
The City of LA Bureau of Sanitation has CURBSIDE collection for Christmas trees. If your Christmas tree is too big to cut and place it inside the green waste bin, simply place the tree next to your green waste bin on collection day. 
Using your green bin to recycle Christmas tree?
  1. REMOVE all ornaments, decorations, tinsels, and stand from the tree
  2. CUT tree in pieces to fit into the green bin, and
  3. PLACE the tree pieces inside the green bin for regular pick-up on collection day. Collected Christmas trees will be recycled into compost and mulch.

In addition, holiday wrapping paper, cartons, cardboard, Styrofoam® and other expanded polystyrene products, plastics and gift boxes are also recyclable and should be placed in the blue bin.

1.  WILSHIRE BUS LANES UPDATE 
The Wilshire Bus Rapid Transit project is now complete.  Beginning on Monday, November 16th, the last 0.9 miles of bus lanes will open on Wilshire Boulevard between Federal Avenue and Centinela Avenue.  Curb lanes will be reserved for buses during weekday peak periods.
Hours of bus lanes:
Monday – Friday: 7:00AM-9:00PM
Monday – Friday: 4:00PM – 7:00PM
Vehicles may not drive or park in the curb lanes during the above hours
  • Vehicles may enter the bus lanes near the intersections to make right turns only
  • Bicyclists are allowed to use the curbside bus lanes
  • Drivers may not cross the solid white lines
What to Expect
  • Be cautious of the buses using the right hand curb lane to make right turns
  • Please share the road-bicyclists are permitted to ride in the bus lanes
  • Vehicles will be cited and/or towed if parked or traveling in the bus lanes during the designated hours

3.  DAYTIME THEFT ON WOODRUFF 
A resident on the 600 block of Woodruff reported that on Tuesday afternoon, a black van stopped in front of their house and two men used bolt cutters to steal equipment out of their gardener’s truck. The theft was reported to ACS.
4.  VA WEST LOS ANGELES – MASTER PLAN 
Over the past several months, we have received valuable insight and feedback from Veterans, community members and stakeholders about the future of the VA West Los Angeles Campus.
The Preliminary Draft Final Master Plan is now available! We encourage you to read the plan in its entirety and provide feedback. Comments must be received on or before December 7, 2015.

At the end of the public comment period, the VA will review the comments received, post summary responses into the Federal Register via a second notice, ready the Preliminary Draft Final Master Plan for environmental and historic preservation due diligence, and prepare a Final Master Plan for the VA West Los Angeles Campus.
