1.  HELICOPTER NOISE EARLIER THIS WEEK 
A number of residents reported significant helicopter noise around midnight on Tuesday night and early Wednesday morning.  One resident also reported that there was a burglary on Thayer Ave. that evening and that a suspect was caught in a backyard.  We have contacted the LAPD to find out what was going on and we are awaiting a response.
2.  CAUTION – AGGRESSIVE STRAY DOG 
On Tuesday, Dec. 15 we received two separate reports of issues with an aggressive stray dog in the neighborhood.  The dog is described as a pitbull or pitbull-like, beige in color with white marks around the eyes, and no collar.  The stray dog attacked another dog (on a leash) near the corner of Westholme and Le Conte.  In the second incident, the stray dog was aggressive towards another dog on a leash near the corner of Thayer and Westholme.
Please take precautions when you are out and about in the neighborhood, particularly if you are walking a dog.  To report a stray dog, contact the City of L.A. Dept. of Animal Services at (888) 452-7381.
3.  ANOTHER CAR BREAK-IN 
A resident on Le Conte near Manning recently reported that their car was broken into while parked on the driveway.  They have flood lights and security cameras but that did not deter the person.
Please take appropriate precautions with your own cars and property –it is important for us to be vigilant- especially this time of year.
4.  “SPARK OF LOVE” TOY DRIVE 
ABC7 and Southern California Firefighters are celebrating the 23rd year of the “Spark of Love Toy Drive.” With love and support of donors and sponsors, kids across Southern California receive a new toy each holiday season.  Drop off a new, unwrapped toy or sports equipment at any local fire station.  Firefighters will collect the gifts and distribute them to underserved children in our local communities.  To make a secure donation online, please click here.
5.  CHRISTMAS TREE RECYCLING 
If your family has a Christmas tree and you’re wondering what to do with it once you take it down, recycle is the answer. Every year the City of Los Angeles provides tree recycling after the holidays. Your recycled tree will end up being part of the City’s greenwaste mulching program, which provides fertilizer to help plants grow.
DROP OFF YOUR TREE
The City will have a number of drop-off locations you can bring your “used” tree to when the time comes.  The drop-off locations closest to Holmby Westwood are:

CURBSIDE RECYCLING PROGRAM
The City of LA Bureau of Sanitation has CURBSIDE collection for Christmas trees. If your Christmas tree is too big to cut and place it inside the green waste bin, simply place the tree next to your green waste bin on collection day. 
Using your green bin to recycle Christmas tree?
  1. REMOVE all ornaments, decorations, tinsels, and stand from the tree
  2. CUT tree in pieces to fit into the green bin, and
  3. PLACE the tree pieces inside the green bin for regular pick-up on collection day. Collected Christmas trees will be recycled into compost and mulch.

In addition, holiday wrapping paper, cartons, cardboard, Styrofoam® and other expanded polystyrene products, plastics and gift boxes are also recyclable and should be placed in the blue bin.

7.  REPORTING HELICOPTER NOISE 
As previously reported, HeliTracker is a helicopter complaint app for smartphones and mobile devices. It lets you easily submit complaints that go to the FAA’s Automated Complaint System. HeliTracker is so quick that you can submit a full complaint in about 10 seconds.

1.  WILSHIRE BUS LANES UPDATE 
The Wilshire Bus Rapid Transit project is now complete.  Beginning on Monday, November 16th, the last 0.9 miles of bus lanes will open on Wilshire Boulevard between Federal Avenue and Centinela Avenue.  Curb lanes will be reserved for buses during weekday peak periods.
Hours of bus lanes:
Monday – Friday: 7:00AM-9:00PM
Monday – Friday: 4:00PM – 7:00PM
Vehicles may not drive or park in the curb lanes during the above hours
  • Vehicles may enter the bus lanes near the intersections to make right turns only
  • Bicyclists are allowed to use the curbside bus lanes
  • Drivers may not cross the solid white lines
What to Expect
  • Be cautious of the buses using the right hand curb lane to make right turns
  • Please share the road-bicyclists are permitted to ride in the bus lanes
  • Vehicles will be cited and/or towed if parked or traveling in the bus lanes during the designated hours
2.  LADWP COMMUNITY MEETINGS – RATE HIKES 
The Los Angeles Department of Water and Power (LADWP) is proposing a five-year rate action that seeks modest water and power rate increases each year based on the following key principles: replacing aging water and power infrastructure; transforming water and power supplies; improving customer service; and keeping rates competitive. 3.  DAYTIME THEFT ON WOODRUFF 
A resident on the 600 block of Woodruff reported that on Tuesday afternoon, a black van stopped in front of their house and two men used bolt cutters to steal equipment out of their gardener’s truck. The theft was reported to ACS.
4.  VA WEST LOS ANGELES – MASTER PLAN 
Over the past several months, we have received valuable insight and feedback from Veterans, community members and stakeholders about the future of the VA West Los Angeles Campus.
The Preliminary Draft Final Master Plan is now available! We encourage you to read the plan in its entirety and provide feedback. Comments must be received on or before December 7, 2015.

At the end of the public comment period, the VA will review the comments received, post summary responses into the Federal Register via a second notice, ready the Preliminary Draft Final Master Plan for environmental and historic preservation due diligence, and prepare a Final Master Plan for the VA West Los Angeles Campus.

1.  REPORT HELICOPTER NOISE WITH NEW APP 
New Mobile App Allows Quick Reporting of Helicopter Noise Complaints in Los Angeles County
In the Apple and Google mobile app stores for the first time, HeliTracker will help restore peace in the sky over Southern California. Two local residents developed it out of annoyance by frequent loud, low flying helicopters and out of frustration from the lack of an efficient mechanism to lodge complaints. Now with several taps on a smartphone or other mobile device, residents can easily report all helicopter disturbances.
HeliTracker is designed specifically for LA County residents, who can purchase the mobile app for $0.99. Both iOS and Android versions are available. Roy Meals, co-developer of the app states, “HeliTracker empowers LA County residents to easily voice concern regarding the aerial blight caused by vastly under-regulated helicopters. We want to improve the quality of life overhead for Angelenos, so we will donate any profit from HeliTracker to TreePeople.org, a nonprofit organization whose commitment is to grow a green and climate-resilient Los Angeles.”
To report a disturbance, one opens the app. HeliTracker automatically confirms the user’s location, zip code, date, and time. With one tap, the user indicates the type of disturbance (loud, low, hovering, …) and, with a second tap, sends the report. It takes only several seconds. HeliTracker forwards all complaints daily to the FAA’s Automatic Complaint System.
Bob Anderson, President of the Los Angeles Area Helicopter Noise Coalition and a HeliTracker beta tester says, “HeliTracker is very easy to use and so quick. If you live or work where helicopters are a nuisance, you need this app.”

3.  WARNER AVE. CARNIVAL – STREET CLOSURES
Warner Avenue Elementary School will hold its annual Halloween Haunt Carnival on Sunday, October 25, 2015, from 11:00 am – 4:00 pm. As in past years, a portion of the carnival attractions will be located on Warner Avenue, between Woodruff and Loring.
The Department of Transportation will officially close this block of Warner Avenue from Saturday, October 24th at 8:00 am until Sunday, Oct. 25th at 7:00 pm. However, in order to minimize your inconvenience, we will allow access on one side of the street throughout the day on Saturday. All vehicles need to be removed from the street by 8:00 am Sunday. No traffic will be allowed to enter or exit between the hours of 8:00 am and 7:00 pm Sunday. The Tow Away / No Parking restrictions will be strictly enforced during these hours.
4.  WEST L.A. STREET CLOSURES THIS WEEKEND 
There are several street closures in the West LA area this weekend:
Beverly Glen (between Olympic and Pico) – Saturday, October 24, 2015, from 6:00 AM to 6:00 PM, the City of Los Angeles Bureau of Street Services will resurface Beverly Glen Blvd. between Olympic and Pico.  There will be a full closure of the street during this time.
Mulholland Dr. (between Beverly Glen and Nicada Dr.) – The Los Angeles Department of Water and Power will be on Mulholland Drive between Beverly Glen and Nicada Drive from Friday, October 23, 2015 to Sunday October 25, 2015. The project will continue as a full closure with traffic officers on site.

As part of Holmby Westwood’s Emergency Preparedness Program, Firefighter, Mitch McKnight, our CERT (Community Emergency Response Training) instructor and his assistant will be leading us in hands-on FIRST AID AND CPR training. Learn how to save lives and assist injured family members and neighbors following a disaster.

6.  DOG WALKING SAFETY 
When walking your dog, please be sure to keep your dog on a leash at all times.  In addition, please make sure that the person walking the dog is able to control the dog.  We’ve received complaints that small children are walking large and/or boisterous dogs and are unable to control the dog when necessary.  Finally, as always, be sure to clean up after your dog and throw it away in your own trash cans.  Thank you!

3.  NEW STORES IN WESTWOOD VILLAGE 
Paper Source, the place to go for cards and stationery! Kids will love it! They have a wonderful selection of Halloween goodies! Birthday party ideas, wedding invitations, special wrapping papers, crafting supplies, and unique gifts are just some of the surprises.
Paper Source recently opened in Westwood Village at 1029-1031 Westwood Blvd. I spent some time there today and what a wonderful addition to our village!! Thanks to Jim Brooks, President, Topa Management Group, who knows what our village needs. More good retail!!! Thank you for expressing an interest in participating in the adoption of the Proposed Holmby Westwood HPOZ.
To begin the Department of City Planning HPOZ adoption process, our first Informational/Outreach Meeting regarding the Homby Westwood HPOZ will be held on Thursday, October 8, 2015 at 7pm in the Town Hall Room at Belmont Village Senior Living, 10475 Wilshire Blvd. (just east of Warner Ave), Los Angeles, 90024. Parking is available under the Belmont Village building.
At this meeting we will discuss the HPOZ Program, the current Interim Control Ordinance (ICO), the adoption process, and next steps for the proposed HPOZ.

1.  USPS POSTAL SERVICE UPDATE 
The Beverly Hills Courier ran an article in the Aug. 28, 2015 edition noting the efforts by Congressman Ted Lieu and his staff to address the many complaints about our postal service forwarded to him by his constituents.
As stated in the article, “The USPS is an independent agency of the federal government formed in July 1971 that is not supported by tax dollars. In recent years, email has steadily reduced the volume of mail, leading the agency to cost-cutting measures which have apparently undermined the efficiency of service. For example, First Class Mail is no longer guaranteed to be delivered in one day. Since January the standards have been increased to two days.”
Residents have complained that there are times when mail is not delivered at all, it is delivered late into the evening hours, neighbors mail is delivered to you, resulting in poor service and mail mishandling.
Congressman Lieu’s staff will be meeting with USPS officials on Sept. 17th to request better service which, if it does not happen, the congressman will bring our issues directly to the postmaster general.

2.  STREET REPAIRS UPDATE 
The Bureau of Street Services scheduled a Small Asphalt Repairs (SAR) truck for the Westwood Neighborhood Council District to perform small asphalt repairs one day earlier this week.  All requests that were submitted to HWPOA were inspected by City officials and considered for repair, and the following locations in Holmby Westwood were selected:
  • Charing Cross Rd @ Loring Ave
  • Wyton Dr @ Norcroft Ave
  • Le Conte Ave @ Westholme Ave
  • Lindbrook Dr @ Selby Ave
  • 10717 Lindbrook Dr
We received the following inspection notes on several additional locations:
  • Warner Ave/Strathmore – will be referred to District Maintenance
  • Manning between Le Conte/Malcolm – will be referred to Slurry Division
  • 550 S. Beverly Glen – will be referred to District Maintenance
The next “Neighborhood Blitz” of street repairs in Westwood is tentatively scheduled for one day in March 2016.  We will notify everyone at that time and accept new repair requests.

3.  STOP SIGN/WHITE STREET LINES 
As you know, wherever there is a stop sign, there is also a white line in the street as an indication of where to stop. In the last few years, many of our streets have been repaved or slurried. In most cases the white lines have been restored. In some they have not.
We need to compile a list of streets where the lines have not been restored. We are already aware of several locations (Comstock at Loring heading west; Club View Drive at Beverly Glen).

4.  RELAXED PARKING DURING THE JEWISH HOLIDAYS 
We have requested relaxed parking restrictions in Westwood during the upcoming Jewish holidays.  The Council Office has assured us that parking will be relaxed in our community as it has been done in past years.  We wish you a happy and sweet New Year! L’ Shanah Tovah!
5.  NATURAL HAZARDS IN YOUR NEIGHBORHOOD 
If you are interested in finding out about natural hazards, including earthquakes, in Holmby Westwood, log on to:
Enter your street address and city. The site will tell you if your house is in HIGH Ground Shaking, a Hazard zone, a Liquefaction Seismic Hazard zone, or an Earthquake Fault zone. It will give you an Earthquake Checklist and recommended actions for your Ground Shaking Intensity.
6.  NEIGHBORHOOD BUSINESSES – GRAND OPENINGS 
Several businesses in Westwood are hosting Grand Openings and Grand Re-Openings this month:
